Purpose and Guiding Principles
The following Rules are established to ensure the safe, consistent, and enjoyable use of Blue
Lake for all property owners and their guests. Blue Lake is a limited and shared resource, and its
continued health and orderly use depend on responsible conduct from every resident.
These Rules are intended to:
Maintain compliance with state and federal laws governing boating and recreation.
Provide clear standards for boat ownership, registration, and operation.
Promote safety for swimmers, boaters, and all other lake users.
Ensure fairness and consistency so that all residents can enjoy the lake equally.
Blue Lake is jointly shared between private homeowners and Metro, which owns approximately
half of the shoreline. Metro provides public access to the lake via a boat launch in the park but
restricts the launching of ski boats and pontoon boats to those with a Special Use Permit (SUP).
The HOA negotiated with Metro to obtain a SUP that covers all residents’ boats that meet HOA
requirements. To coordinate use, the HOA issues Blue Lake stickers as part of the boat
registration process. These stickers indicate that a boat owner is in full compliance with HOA
Rules and is authorized to use the Metro Boat Ramp for launching.
All residents and their guests are expected to be familiar with these Rules, to follow them at all
times, and to respect the shared interests of both the Blue Lake community and the general
public.
General Lake Use Rules
All users of Blue Lake must conduct themselves in a safe and respectful manner.
- State and federal boating regulations apply at all times.
- Swimming, fishing, and boating are at the risk of the individual.
- No activities may endanger the safety of others or cause unreasonable disturbance.
- Guests are welcome when accompanied by a property owner but remain the
responsibility of the sponsoring homeowner. - Swimming more than 75 feet from shore is discouraged unless the swimmer is closely
accompanied by a boat or other visible watercraft. - Property owners are allowed one fixed permanent dock per property. The dock must not
exceed 50 feet in length from shore. Any current dock that exceeds that length is
permitted under a grandfather exclusion but, if the dock is replaced or significantly
rebuilt it must then conform to the 50 feet length rule.
Boat Ownership and Registration
Only one powered boat in excess of 10 horsepower per property owner.
- All powered boats used on Blue Lake by homeowners must be registered with the HOA.
- Boats must be owned by current HOA residents whose property adjoins Blue Lake.
Rental properties are not allowed to have a powered boat on the lake. - Registration requirements include proof of ownership (i.e. title), current OSMB
registration, and proof of liability insurance for the boat and, in the case of boats that will
use the Metro boat launch subject to the SUP, proof of liability insurance on the tow
vehicle. - All boats must comply with any boat length/type restrictions adopted by the HOA.
- Any applicable HOA fees (i.e. HOA Membership, Blue Lake fees, boat fee) must be paid
in full before registration is completed. - Upon registration, a Blue Lake sticker will be issued. This sticker must be displayed on
the boat at all times when using the lake and must be displayed to Metro to access the
boat launch per the SUP. - Any boat exceeding length restrictions or otherwise not in compliance must apply for and
receive a grandfather exclusion. Exclusions apply only to that specific boat and owner,
and do not transfer with the sale of the boat or property. - Personal watercraft that are less than 10 feet in length with engines/electric motors
greater than 10hp (e.g. e-Foils, Jet Skis, Wave Runners, etc) are not allowed on the lake. - e-Foils with electric motors less than 10hp will be allowed but subject to all other
registration requirements.
Motorized Boat Rules
General Standards
- Boat operators must be a minimum of 16 years of age and possess a current OSMB
boater’s card. The homeowner will take all responsibility for the actions of the person
driving their boat, including liability issues and the possible revocation of the Blue Lake
license. - Operators must be licensed and follow all boating safety laws.
- Ski boats and other high-speed craft must observe designated speed zones and safety
requirements. - A spotter is required for all towing activities (skiing, wakeboarding, tubing, etc.).
- Excessive wake, noise or reckless operation is prohibited.
Length Restrictions - General Rule: Maximum allowed boat length is 19 feet centerline.
- Exception for AWSA Tow Boats: Boats certified by the American Water Ski
Association (AWSA), or similar in design (at the discretion and approval of the Blue
Lake Commissioner), may not exceed 20 feet 6 inches in hull length overall, excluding
swim platforms. - Exception for Pontoon Boats: Pontoon boats may not exceed 20 feet in overall length
(measured tip to end of pontoon) and are limited to a maximum operating speed of 5
mph.
Other Boating Operating Standards and Restrictions - To launch a boat at the park, residents must satisfy ALL of the HOA registration
requirements, display the Blue Lake Sticker received upon registration, and follow the
permitted dates, times and advance notice provisions of the current SUP, a copy of which
will be provided with registration. - No wake-enhancing devices (fat sacks, ballasts, wedges, or other wake-enhancing
devices of any kind) are allowed while boating on Blue Lake. This includes the practice
of loading the boat with a large number of people. There should never be more than 4
adults in the boat while pulling a skier, wake boarder or device rider unless traveling
under the no wake speed of 5 mph. - All towed devices (such as inner tubes, boogie boards, etc.) are allowed only one rider,
unless a multi-occupant device, in which case only one rider per seat is allowed. Only
one towed device may be towed at any one time. - A maximum speed of 36 mph will be observed when more than three boats of any kind
are on the lake. - Powerboats will adhere to following restrictions:
i) While traveling in excess of 5 mph boats will keep a minimum of 100 feet from
shore.
ii) Will travel counterclockwise around the lake when other boats are on the lake.
iii) Will use a red/orange “skier down” flag when a skier/rider/swimmer or equipment is
in the water.
iv) Will recognize boats waiting for their turns (idling at either end of the lake) and will
yield to them after one ride.
v) Will yield to all smaller non-powered boats (i.e. paddle boats, sailboats, canoes, etc.).
vi) Will not land or dock on park grounds.
Non-Motorized Boat Rules
Canoes, kayaks, paddleboards, rowboats, and similar non-motorized craft are permitted.
- Non-motorized boats should avoid the established path of power boats when they are
present. - Proper lighting must be displayed if used after dusk.
- Non-motorized boats must also display a Blue Lake sticker if stored or regularly
launched from Blue Lake property.
Enforcement
The HOA Board and Lake Commissioner are responsible for enforcement of these Rules.
- Violations may result in suspension of lake privileges, revocation of boat stickers, or
other remedies as determined by the HOA. - Repeated or serious violations may be subject to fines or further disciplinary action
consistent with HOA governing documents.
Amendments
These Rules may be amended by a majority vote of the HOA membership at a duly called
meeting. Operating exceptions granted by the Board are temporary and remain subject to full
membership approval.
