Meeting was called to order by President Mike Vest at 6:32 PM.
2025 Annual meeting minutes were available via Email and on the website. Nikki Schultz
made a motion to approve the minutes, Erik Marking seconded, and all voted in favor.
Neighbor Safety
Mike Vest wanted to complement Rick and Jan Van-Marter Sanders’ interest in disaster
preparedness by pointing our attention to Multnomah County’s Emergency Management
information available on their website. He highlighted points like knowing how to cut the gas off
at your home and to have ~2 weeks of emergency food and supplies prepared in the case of
natural disaster. The Board has reached out to the Van-Marter Sanders to ask if there is any
way the HOA can help with the committee’s work and were told not at that time of inquiry.

Note: 2025 membership was 112, tying a previous high. We have budgeted for 106, but please
encourage your neighbors to become members to support the good work our community
volunteers are doing.
Updates Provided
FLPOA – Bob Dolphin was unable to attend, but Debbie Weaver reported that water levels in
Fairview Lake will be increased until May 1. Launch improvements have been made over the
year.
Treasurer Report and Balance Sheet Review – John Wohler
John reported that we are ending the fiscal year with 94k and have 67k invested in CDs. This
year’s Board has maintained expenses at or below budget, so we are in good financial shape.
Mike Vest made a motion to approve the 2026 Budget Proposal, Gregg Whitehead seconded,
and all voted in favor.
With concern about the cost rising for future road repairs, Mike Vest made a motion to move
$10k from the general fund to the road reserve, Gregg Whitehead seconded, and all voted in
favor.
One member suggested that we can repave sections/do partial repairs when needed and not
the entire single lane section. Up until now, volunteers have been filling potholes and we will
address what is needed at the time of future repairs.
Parks and Roads
Welsh Park – We are planning on improving access with new steps and handrails to the
basketball court and to the covered picnic area. 3 plans were reviewed by the Board and they
like Plan 1, due to simplicity and low cost. The plans were distributed and the general
membership decided to have a group of volunteers to consult and input on the design. Anne
Pernichele, Amy Higgs, Susan Marking, and Kori Torheim volunteered to participate in this
committee – Thank you! It was clarified that the park does not have to be ADA compliant.
Discussion then focused on frustration that a vote on getting handrails happened last year at
the meeting, but no progress occurred. Mike Vest shared that we decided that the stairs also
needed to be improved, that both should be done together, and such a cost needed
community input and a vote. Another member asked where we were with planting another tree
to replace the one cut down. Chase Ferris mentioned that a replacement was intended, but we
have to consider maintenance and options of tree type, number or tree(s), and location.
Mike Vest made a motion to refine the design of the park with input from the new committee
formed, Kimberly Horner seconded, and all voted in favor.
Road (clarification: road in scope runs from 20616 to 21445 NE Interlachen) – Rho
Weyhrauch has researched the best way to deter speeding by comparing radars, (flashing)
signage, and speed bumps. Painting speed bumps yellow was found to be the most effective
method and can decrease speeding by 20%. There are 8 speed bumps on the single lane
section, so she suggested the cheapest option would be to redo the “SLOW” sections in white
and paint the speed bumps yellow.
One member was opposed to the entire bump being painted yellow for esthetic reasons and
the general membership seemed to agree. Further discussion landed on yellow stripes being a
good place to start. Rho made a motion to repaint the “SLOW” words in white and speed
bumps with yellow stripes, Rob Johnson seconded, and all voted in favor.
Another discussion about signage: A request was made to put a 15 mph sign near 20608 and a
sign that says ‘Local access only/No through traffic’ on both ends of the single lane. There was
general agreement on these cost effective attempts to slow down visitors, delivery/work trucks,
and neighbors.
Chase Ferris also suggested that members who are concerned can contact Google and report
that it currently says 25 mph and that it should/can be corrected to 15.

Mary Marking volunteered to fill the E) Open Position. Deborah Weaver made a motion to
approve, Alice Capitano seconded, and all happily voted in favor. Thank you, Mary! There was
speculation that Rho’s current position be split up (Membership and Social to be separated, as
it had been in the past), but the details will be confirmed at the next Board meeting.
Chase Ferris made an announcement that he will be stepping down from Parks and Roads
Commissioner due to family and work commitments. Thank you for your service, Chase!

Jon Wissler pointed out that the Bylaws indicate that there is supposed to be an official
Nominating Committee for Board members. The general membership agreed this would
streamline the process. Three members volunteered to join: Bev Knight, Nikki Schultz, and Kori
Torheim. Thank you, Nominating Committee (and Jon!).
Blue Lake/Metro Discussion – Jon Wissler
Jon presented the proposed 2026/2027 Blue Lake budget including $33,500 that is budgeted
to share some funding projects with Metro. The ending reserves balance will be $6,981. Rho
made a motion to approve the budget, Bob Stafford seconded, and all voted in favor.
Jon reported that the Blue Lake Water Quality Team (multi-jurisdictional participation) has had 4
meetings and he is encouraged by the good communication and work that has occurred so far.
He noted that Andrea Berkley/the natural resources scientist has been instrumental in
advocating for testing, baselines, etc. He believes she will continue to do so in order to
improve water quality at Blue Lake with an actionable and sustainable plan of action. He noted
that Metro is willing to harvest water lilies, but some members have questions whether or not
that will increase the lilies’ spread. One point to note about gathering information for baseline is
that there will not be an early weed treatment to allow survey work to be completed. The plan
is to resume in July, when a new aquacide with a longer efficacy will be used. Another note is
that Metro has no budget for water fills this year, so any water fills will be paid for by our Blue
Lake funds. Jon suspects that the current drought conditions will likely be an issue and
wonders if we will have access to water if City of Portland turns wells on. Metro will also look
into methods for alum treatments (to bond to phosphorus) with its potential of inhibiting algae
growth.
Updated Boat Rules – A committee was formed to revise the boat rules for clarity, redundancy,
inapplicable language, and new registration requirements due to the Metro Special Use Permit
(SUP) that allows us to use the boat ramp in the park. Please look at the website for changes.
Notable was allowing pontoon boats up to a 20 foot limit (up from 19 foot, as members were
finding it difficult to find a 19 foot boat) and adding the SUP registration requirements. Bob
Stafford made a motion to approve the changes, Jeff Williamson seconded, and all voted in
favor. One member wanted clarification that only one >10 hp watercraft was allowed per
household. All other powerboat registration requirements remain the same (All must be
current: OSMB registration, boat and trailer insurance, auto insurance for vehicle used to tow
boat, and HOA/lake/boat fees are paid).
Boat launch process as per Special Use Permit (SUP) – HOA registration requirements
above are met and hull/trailer are clean of vegetation/shellfish. Launch window is May 1
through October 31, 8:30 am to 11:00 am. Contact the park 48 hours in advance to request
access (503-665-4995). This information is also on our website.
Blue Lake Park design update – Design plan is being presented to Metro Council for approval
this Spring 2026, with intention of work occurring in Fall 2027 through 2028. The main change
for Phase 1 is that the boat ramp and swim beach are switching locations.
One member suggested that the HOA give some sort of incentive to HOA homeowners not
using fertilizers with phosphorus. The Board will consider this at a later meeting.
