Welcome and Opening Remarks
VP Jim Forney called the meeting to order and welcomed everyone in attendance. Pastor Brad of Smith Presbyterian Church welcomed our members and highlighted the Food Pantry program they offer at the church. With ~250 families, there are ~1000 people who benefit every Saturday morning. He welcomes participation from our community on Thursdays and Fridays as the church is open from 9 AM – 2 PM to receive food donations. Also, Easter Sunday service is at 10 AM and all are welcome.
Approval of 2024 Annual Meeting Minutes
2024 Annual Meeting Minutes were available via Email and on the website. Mike Bates made a motion to approve the 2024 meeting minutes, Nicky Schultz seconded, and all voted in favor.

Updates Provided
FLPOA
Presented by Bob Dolphin, Lake Manager. Bob mentioned that the week of April 21, the gate should be closed and Fairview Lake should be full by May 1. The Agreement between the old Drainage District and FLPOA expires on August 1. The new rearranged Drainage District has money earmarked for water quality and a long-term, big project to make wetlands upstream help absorb nutrients which promote weed growth. Because there remains a need to further study and implement it, they are looking at late 2020s or early 2030s for completion. President Mike wanted to publicly thank Tom Caufield for his continued work on IWPUD.
Parks and Roads
Presented by Chase Ferris. Chase, a fourth-generation Interlachen resident, thanked the community for its support of the fundraiser for the new playground. It is near completion with some volunteer opportunities upcoming to have it ready for use. There has been some continued concern about car speed on the Lane and Chase reported that a speed bump would cost ~$5000, while a flashing solar speed sign would cost ~$3500. There was some discussion about what would be prudent due to an eventual road repair, flashing lights in front of homes, and efficacy. A suggested comment was to remind neighbors to slow down. Shelley Caufield suggested a Committee for Road Safety and Quality be assembled. Rick Van Marter Sanders made a motion to approve, Gregg Whitehead seconded, and all voted in favor. An email will be sent to inform members how to get involved in this committee.
Social Planning
Presented by Rhonda Weyhrauch. Rhonda presented what is currently on the HOA Social Calendar:
- April 19 at noon – Easter Egg Hunt (Debbie Weaver)
- June 7 – Family Sports Day (Yuval Golan)
- June 14 from 9-11 AM – Pancake Breakfast
- July 4th Parade
- July 24 at 6:30 PM – Hot Dog and Brat BBQ, potluck
- August date TBD – Rock and Roll Picnic, potluck
- September date TBD – Movie in the Park (Capitano girls)
- October 25 – Pumpkin Carving Party
- November 27 – Turkey Trot
We intend to start a Meal Train list to have handy in times when a neighbor is in need. There is interest in starting Friday Frolics up again. Who will be first up to host?
Treasurer – John Wohler
This year went smoothly as far as finances went. We are looking to end this fiscal year $9000+ ahead of budget at $70,873. Kudos to the Board for a great job on managing and accomplishing this. Next year’s budget, we hope to end it with a balance of $81,198. Eric Marking made a motion to approve next year’s budget, Margie Rieff seconded and all voted in favor.
2025 Board Members
VP Jim made a heartfelt farewell speech as he is stepping down from his role as VP. We thank him for his contributions to the Board. The following are Board positions that are coming open this year and those in italics with * must be voted on to approve to reinstate for the following term.

Mary Marking made a motion to approve those in italics for another HOA Board term, Jean McLemore seconded and all voted in favor. Meetings are typically the 2nd Wednesday of each month. Were there any volunteers to be a part of this well functioning and fun Board? Steve Higgs stepped up to run for a Board position. Alice Capitano made a motion to approve, Rhonda Weyhrauch seconded and all voted in favor. Welcome Steve! If you are interested in being a Board member, please reach out to the President or VP.
New HOA Logo
Alice Capitano Alice presented the new logo for the Interlachen HOA. It was designed by Emek Golan, HOA member and artist. Members were impressed with the design which is nature themed and has a motto of “Interlachen HOA: All are welcome.” This image will be used on future T-shirts, sweatshirts, and yard signs. We will take pre-orders at the Pancake Breakfast. Thank you for your generosity in time and skill, Emek! A new member, Lori Gill, also offered to help us with our printing needs.
Mount Hood Community College Bond Measure
Sandy McCoy Contact Sandy if you are interested in yard/window signs or brochures pertaining to MHCC’s bond measure. She encourages our community to support MHCC, which is a leader and job creator in our Eastside community.
Blue Lake/Metro
Jon Wissler outlined what he needs from each boat owner for registration (3 documents: current registration, boat/trailer insurance, and towing vehicle insurance). In order for the health and usability of the lake, we will need to continue directing money toward weed treatments, Solar Bee maintenance, and water fills/lake level. The Board arranged for Olena Turula and Andrea Berkley to attend to go over updates (Project and Operations from Metro Leadership and the Parks and the Nature Science Team, respectively). Olena is working on the Blue Lake Renovation Plan. They hope to have the plan finalized and the scope of construction outlined by September/October of 2025. The hope is to begin construction in 2027-2028. She explained that Blue Lake Park is a “unicorn” in that it was developed as a county park, then became a Metro park. Its history is unique: It was private property (1925), it became a Multnomah County park (1963) and Metro took over leadership (1994). Blue Lake Park becomes 100 this summer! The new plans hope to maintain the 3 main areas of focus: Picnics/Events, Community/Play and Nature/Lakeshore, with attention to accessibility (mobility and safety). Andrea spoke about habitat restoration and their work on a Site Conservation Plan. Its focus is on plants (wetlands that are drought resistant), animals, and water quality. She said that there are many entities that need to meet and discuss such areas (including DEQ, Metro and the HOA). $5 million is bookmarked for the park proper, but all parties should begin working together to collaborate input, including additional funding. She and President Mike encouraged us all to contact our local elected representatives about matters that concern us.
