Board Members Present:
Bob Torheim, President
Gary McCoy, Vice President
Steve Nelson, Blue Lake Commissioner
Roger Keast, Treasurer
Debbie Weaver, IWPUD and FLPOA liaison
Michelle Monson, Secretary

Not Present/Excused:
Erika Teyema, Social Committee
Tom Burns, Parks and Roads Commissioner

  1. Meeting Called to Order and agenda reviewed: 6:40 pm
  2. Reading and Approval of the Minutes:
Approval of the August Board Meeting Minutes is deferred until the next board meeting so that everyone can review them first.
  3. REPORTS OF OFFICERS AND COMMISSIONERS:
    1. PRESIDENT, Bob Torheim:
      No report.
    2. VICE PRESIDENT, Gary McCoy:
No new report. See “Old Business” below.
    3. SECRETARY, Michelle Monson:
      No report.
    4. TREASURER, Roger Keast:
Roger presented the current budget and the numbers indicate that we are in good shape financially. Check number 1008 was approved along with two on-line payments to Metro and American SaniCan. Because we expect no more social events in 2015, American SaniCan services will be cancelled at the end of September, 2015.
    5. FLPOA/IWPUD LIAISON COMMISSIONER, Debbie Weaver:
The FLPOA meeting is next Monday, September 21st, and their annual meeting will be held in October, 2015. Debbie reported that Pat Davies is compiling documents from Jean Ridings on the history of water and sewer services in our neighborhood.
    6. BLUE LAKE COMMISSIONER, Steve Nelson:
Steve stated that 5 inches remain from the 20-1/4 inch Blue Lake water fill which was completed on August 7th, 2015. The cost to residents for the fill was $2,660.04. The Board and residents need to consider the benefits of water fills vs. the cost. Blue Lake water levels are dependent on the Columbia River levels. Thus, high river levels equal high lake water levels and vice versa.
    7. ROADS AND PARKS COMMISSIONER, Tom Burns:
Tom was not present (except for a visit and the termination of the meeting).
      Thanks for coming.
  4. REPORTS FROM COMMITTEES:
    1. SOCIAL COMMITTEE, Debbie Weaver:
      No report.
    2. BLUE LAKE COMMITTEE REPORT, Don Jacobson:
It is not known whether or not Don will present the results of his meetings on Blue Lake Rules at this time.
  5. OLD BUSINESS:
    1. Welsh Park/Ownership and property tax payments:
Gary reported that he continues to work with PUD members to discuss the title transfer of Welsh Park to Interlachen, Inc. Pat Davies is investigating how best to handle the transfer which would provide PUD with an easement to the pump house only.
  6. NEW BUSINESS:
Steve reported that the new power lines and the activation of existing lines throughout the neighborhood is being done by PGE.
Steve wants the board to think about presentation of boat rules and a discussion of lake fills for the annual meeting in April of 2016.
Bob suggested that we meet every two months when there is no urgent business or changes to discuss.

The next Board Meetings will be held on:

MONDAY, OCTOBER 19, 2015, AT 6:30 PM
at the home of Michelle Monson

and, looking ahead,
MONDAY, NOVEMBER 2, 2015, AT 6:30 PM
