BOARD MEETING

  1. Meeting Called to Order and agenda reviewed: 6:40 pm
  2. Reading and Approval of the Minutes:
    Approval for the June, 2015 board meeting minutes was postponed until members are able to review.
  3. REPORTS OF OFFICERS AND COMMISSIONERS:
    1. PRESIDENT, Bob Torheim:
      See “New Business” below.
    2. VICE PRESIDENT, Gary McCoy:
      No new report. See “Old Business” below.
    3. SECRETARY, Michelle Monson:
      No report.
    4. TREASURER, Roger Keast:
      Roger presented the current budget having 90 paid members and 6 associate members (with 3 honorary members). Checks numbered 1344 through 1350 were approved and signed. Current cash assets total $30,715.62.
      A motion was presented and approved to permit one physical signature on checks plus one email confirmation from a board member. Roger will keep copies of the emails for our records.
      Roger shared knowledge of potential oak tree failure due to drought conditions. He was advised to check the trunks for cracks and to place a stake into the soil to see if water is reaching the roots from irrigation. Steve offered to contact arborists for more information. Perhaps a posting on the Interlachen, Inc. website would be of benefit to homeowners.
    5. FLPOA/IWPUD LIAISON COMMISSIONER, Debbie Weaver:
      Debbie reported that the weed spray that took place on July 10th on Fairview Lake appears to have been effective. The FLPOA meeting conflicted with tonight’s board meeting, so more information will be forthcoming. The PUD meeting is scheduled for July 15th at Welsh Park.
      Bull Run was using our water while repairs were done. That work has been completed.
    6. BLUE LAKE COMMISSIONER, Steve Nelson:
      Steve reported that there are currently 19 boats on the lake with stickers.
      As for Blue Lake water fills, Dan Cromer will order the fill once the three trigger points are met–water temperature, clarity, and level, and once
      the City of Portland gives their approval. Steve will send out an email when he knows the date of the fill. We hope to see Blue Lake water levels increase by 1-1/2 to 2 feet.
    7. ROADS AND PARKS COMMISSIONER, Tom Burns:
      Tom was unable to attend the meeting. The board discussed that installation of the sprinkler system must be delayed until the time that ownership records are amended to reflect that the park is owned by Interlachen, Inc., with PUD being given easement to the pump house only.
    8. MEMBERSHIP COMMISSIONER/POSITION CO-LED BY ROGER KEAST AND STEVEN NELSON:
      Steve has made contact with new neighbors and noted that the “Welcome to the Neighborhood” Packet is out of date. Roger volunteered to get the packet current.
  4. REPORTS FROM COMMITTEES:
    1. SOCIAL COMMITTEE, Erika Teyema and Debbie Weaver:
      Erika shared that the pancake breakfast was a success. The Fourth of July Parade was well attended. The International Potluck will be held Thursday, July 16th, at Welsh Park at 6:00 pm.
      Sign-up sheets for the August 1st kayak race on Fairview Lake will be distributed shortly.
      Art in the Park will be held on August 8th from 11 am to 3 pm.
      On August 13th, a potluck will be held at Welsh Park. Our neighbors, the Whiteheads, will be performing. Don’t miss the opportunity to listen to great live music and to do a little dancing.
    2. BLUE LAKE COMMITTEE REPORT, Don Jacobson:
      Don was unable to attend the meeting.
    3. LAKE FILL COMMITTEE, Richard Warner:
      Richard did not attend the meeting.
  5. OLD BUSINESS:
    1. Welsh Park/Ownership and property tax payments:
      Gary will investigate ownership and property tax payments for Welsh Park following information provided by PUD’s Pat Davies. PUD is seeking an easement for the pump house only.
      A motion was approved for Roger to add PUD as an additional insured on our policy after notifying PUD. There would be no additional cost to add PUD to our policy covering Welsh Park.
    2. Liaise with Multnomah County Sheriff, Debbie:
      Thanks to Debbie, Officer Bearson attended our meeting to provide information on making our neighborhood more crime-free. Officer Bearson offered to send out an email with suggestions for homeowners. He discussed vacation checks (by request), keeping vehicles locked with no visible valuables; forming a Neighborhood Watch; motion sensors; keeping a list of non-emergency phone numbers; keeping a list of serial numbers so your valuables may be recovered; keeping garage doors closed and locked; and don’t throw out valuable information on trash day. He also suggested we may want to hire a private security company to drive through our neighborhood as a deterrent.
    3. Art in the Park:
      Organized by Laurie Martin-Cohn (lmartcohn@gmail.com) for August 8, 2015 from 10 am to 3 pm in Welsh Park. This event is co-sponsored with FLPOA. A request of $150 from the social committee’s budget is requested to hire a band.
  6. NEW BUSINESS:
    Bob reminded us that the first public input meeting for the Blue Lake 20 Year Plan Stakeholder Advisory Committee will be held on Saturday, July 18th from 11 am to 3 pm at the Blue Lake Swim Beach. The board will be provided reports of meetings to take place along the timeline/master plan schedule. The concepts are to be finalized in March of 2016.
