BOARD MEETING
October 20, 2014

Meeting Called to Order: 7:00 pm

Reading and Approval of the Minutes:
Allen will post the approved minutes for September, 2014 on the Interlachen, Inc. website.

REPORTS OF OFFICERS AND COMMISSIONERS:
PRESIDENT, Allen Johnson:

A hearty thanks to Allen for performing the great task of arranging this board meeting with representatives from Metro, PUD, the Portland Water Bureau, and Blue Lake residents to discuss topics relevant to all parties, as follows:

  1. Lake Fills: Following a discussion of the history of Blue Lake water fills and current concerns, it was decided that a committee will be established, consisting of representatives from the Portland Water Bureau, Metro, PUD, DEQ, BLIA, the Multnomah County Department of Health, and Blue Lake residents. Steve Nelson, Blue Lake Commissioner, will chair the meeting upon his agreement (alternate, Allen Johnson). The chairman will arrange the meeting date and time to be held no later than February, 2015.
    Specific goals of the committee will include:

    • Set objective precedents which determine the need for water fills.
    • Determine how the water fills will impact the health of Blue Lake and those who use it for recreational activities.
    • Agree upon how any water fills will be funded once conditions are met.
  2. Swimming Area:
    • Water circulation – Due to health concerns in the public swimming area
      and algae growth issues, Metro is to review its Master Plan for Blue Lake Park. Interlachen residents will be invited to provide input.
    • E-coli scares – there are no known cases of e-coli contamination in Blue Lake.
  3. Communication Channels between Blue Lake Management and Interlachen, Inc.:
    • Red flagging boating – concerns were expressed by Blue Lake residents that the flag is not being presented as early or often as it is needed. It was suggested that once a specific number of boats is reached, the flag will be displayed. Dan agreed to speak to the vendor in charge.
    • Closure notifications – it was agreed that notification is excellent.
    • Boat launch bollard – Interlachen, Inc. members control access with a lock. It was suggested that boat owners be provided with the lock combination upon payment of fees. Because locks have disappeared, Metro agreed to help with replacement costs.
    • Park events advance notification – Dan will provide a calendar of annual special events.
  4. Weed treatment: Jeff Townsend, BLIA President, has a working system of treatment and will involve Metro on weed issues bordering the park property.
  5. Status Update:
    • Replanting of Blue Lake Road and 233rd site – Justin shared that the site was cleared in compliance with the mandates set by the State Mortuary Board and that conditions were met. A monument in memory of those lain to rest at the site will be erected, along with plantings and split rail fencing. We look forward to beautification of the site.
    • Frisbee golf parking – Parking continues to be an issue for some residents. Dan Kromer will provide contact information for frisbee golf- related issues. Metro is hopeful that the planned new entrance will make parking inside the park more desirable.
  6. Boating Rules Enforcement: Because Blue Lake is considered “Navigable waters,” Justin will contact the State Marine Board and local law enforcement to clarify who can enforce rules when they are broken. Don Jacobson is to form a committee to update current rules, and Richard Warner, Dan Kromer, and Justin Patterson will be invited to attend.

New Metro Business:
Justin Patterson shared three upcoming projects in the park–a new and improved entrance, replacement of the four restrooms, and improvements to the park maintenance building. Thank you for the care you and your staff give. We are truly grateful to live next to this beautiful park.
An event, entitled GROUNDWORK PDX BLUE LAKE PLANTING PARTY will be held at Blue Lake Regional Park on November 1, 2014 from 10 am to 2 pm. Activities include a costume contest, live dj, raffle, and planting trees. You can sign up to volunteer at plantoff.org. See notice on the bulletin board at Welsh Park.

VICE PRESIDENT, Don Jacobson:

SECRETARY, Michelle Monson:
No report.

TREASURER, Roger Keast:
Not present. Allen Johnson stated that in Roger’s absence he wrote two checks–one as payment for paving the road and one to cover liability
insurance for Interlachen, Inc.

FLPOA/IWPUD LIAISON COMMISSIONER, Bob Torheim:
Bob had no new reports. FLPOA is holding their annual meeting Thursday, October 23rd, 2014, at 7:00 pm at the Fairview City Hall.

BLUE LAKE COMMISSIONER, Steve Nelson:
Not present.

ROADS AND PARKS COMMISSIONER, Tom Burns:
Road work on Interlachen Lane has been completed for now. Tom will investigate which entity is responsible for paving along Lachenview and 216th.
As for landscaping and maintenance of Welsh Park, Pedro presented a Portland Business License. We are uncertain of the need to provide Pedro with a 1099 and will discuss further with Roger Keast, our treasurer.

MEMBERSHIP COMMISSIONER, Ted Smits:
No report.

SOCIAL COMMITTEE, Erika Teyema:
Not present.

Old Business/New Business:
Due to time constraints, a motion was approved to table both old and new business until the next board meeting in November.
