Meeting Called to Order: 7:10 P.M.

Moved and seconded to approve January, 2014 minutes with revisions.

Reports of Officers and Commissioners:

PRESIDENT – Allen Johnson
There has been much activity concerning the planned Troutdale Energy Facility. This 652 megawatt power generation facility is being opposed by the Interlachen Board of Governors because it will produce tons of exhaust gases, a steam plume, and most importantly, will use somewhere between 1.4 to 5.3 million gallons of water a day (depending on who you talk to.) The Troutdale Water Reclamation Facility can provide 1 million gallons of water a day. The City of Portland Wells and a well they are drilling on site will provide the remainder. We have concerns about the effect on the aquifers that supply our wells and that provide water to Blue Lake. As such, we have filed for party status contesting the granting of the license by the State of Oregon Department of Energy. We have survived the first round of challenges and have been granted party status along with the US Department of Agriculture, the US Forest Service, The Friends of the Columbia River Gorge, The Columbia River Gorge Commission, The Oregon Pilots association and others. We are focused on the aquifers. The others will try to make their cases based on pollutants and the steam plume. We have been meeting separately with the managers of the Troutdale Energy Center seeking protection should our aquifers be impacted. They are meeting with IWPUD, BLIA, and representatives of the Interlachen Board and seem willing to draw up an agreement that will protect our water rights and make us whole if we do suffer losses due to the operation of their facility. We will keep everyone posted on our progress.

For the annual meeting agenda, we have requests from Metro, FLPOA and the Troutdale Energy Center to make short presentations and answer questions.

FIPOA/IWPUD – Liaison Commissioner – Bob Torheim
Bob attended the recent PUD meeting. FLPOA will be helping with repair and maintenance of the Fairview Lake boat ramp to ensure that it continues to be trouble free for Fairview Lake homeowners.

BLUE LAKE COMMISSIONER – Ted Smits
Not Present – Excused.

ROADS AND PARKS – Tom Burns
No Report.

MEMBERSHIP COMMISSIONER – Bettianne Goetz
Not Present – Excused.

Reports from Committees:

SOCIAL COMMITTEE – Erika Teyema
The Social Committee will be meeting to plan next summer’s Events.

Old Business:

The no dumping sign is still on the agenda.
The Annual Meeting will be on Monday, April 14th at 7:00 PM. Allen is preparing the presentation for the Annual Meeting.

Allen contacted Sue and advised her of positions that need to be filled for the Interlachen Board for 2014-2015.

Roger will be sending dues and notices by the end of February, 2014.

New Business:

Resolution: Whereas we have been requested to provide a resolution authorizing a spokesperson for Interlachen Inc; therefore be it resolved that the elected President of Interlachen, Inc. is hereby authorized to represent and act as spokesperson for our association and its members regarding the proposed Troutdale Energy Center Project.
